The BJP unit of the Chakma Autonomous District Council (CADC) has accused the Mizoram Government of neglecting the Autonomous District Councils (ADCs) and precipitating a financial crisis by failing to release pending salary dues and quarterly allocations.
In a statement issued on Tuesday, the CADC BJP unit criticised the Government for not releasing the salary deficit for 2025-2026 along with the first-quarter allocation for 2026-2027.
The party termed the delay “unjustified” and indicative of a discriminatory approach towards the ADCs.
According to the BJP, a sum of Rs 6,377.79 lakh amounting to five months’ salary deficit for CADC employees, remains unpaid, severely affecting administrative functioning and the livelihood of employees.
In previous years, such deficit amounts were routinely released along with the first-quarter allocation, ensuring continuity in governance, it said.
The party described the situation as “step-motherly treatment” towards the three ADCs – CADC, Lai Autonomous District Council (LADC), and Mara Autonomous District Council (MADC) – which function under the Sixth Schedule of the Constitution.
It argued that denial of due financial support undermines decentralisation and self-governance, adversely impacting people in the ADC areas.
A representation was submitted on Tuesday to the Mizoram Governor through the Sub-Divisional Officer (Civil), Chawngte, by BJP district leaders on behalf of CADC residents.
The memorandum urged immediate sanction and release of the pending amount as a one-time financial assistance from the current State budget.
The CADC BJP unit rejected allegations that the crisis stems from excess recruitment, attributing the situation instead to structural issues like under-allocation of funds, non-implementation of State Finance Commission recommendations, and failure to carry forward revised salary estimates in subsequent budgets.
